Impact Fee Legislation
PACD supports a local impact fee that would deliver much-needed dedicated funding to conservation districts to assist local communities with important environmental and infrastructure projects to preserve and protect natural resources. An Impact Fee would provide a dedicated annual stream of funding to support the increased demand on the conservation districts to provide vital services and programs to Pennsylvania’s citizens.
With dedicated funding conservation districts could provide technical assistance to install numerous best management practices to improve water quality, assist the farming community to develop and implement conservation and nutrient management plans to reduce pollution, assist municipalities with floodplain ordinances and stormwater management, and offer environmental education opportunities to promote conservation and protection of natural resources.
