Leadership Development Program Inspires Action with Public Speaking

On March 12, 2025, twenty-eight conservation district staff gathered in State College, PA, for the “Inspiring Action with Public Speaking” workshop. Participants learned the essential principles and techniques for planning and delivering confident and compelling speeches, presentations, and pitches. The exercises used examples from situations the conservation districts face, including speaking in front of commissions, legislators, and local news.

Pike County Conservation District Director and Program Manager Receive National Recognition

District staff nominated two people from the Pike County Conservation District for the 2024 Distinguished Service Award from the National Association of Conservation Districts (NACD). Program Manager Ellen Enslin and Board of Directors Vice Chairperson Kelly Stagen were both awarded Honorable Mention certificates from NACD to recognize their positive impacts.

NACD states on its website that this Distinguished Service Award “recognizes an individual within the association, a conservation district, or a state association that has made significant contributions to conserving and properly managing our nation’s natural resources.”

Among the reasons for her nomination were Enslin’s long-term role as a leader in the district and in the community, first as a Senior Resource Conservationist and now as the Program Manager.

Stagen is also a leader who has represented the district and the region as President of the Pennsylvania Association of Conservation Districts (PACD) and as an Alternate Board Member for NACD. Enslin has been on the district staff for 22 years, and Stagen has been on the Board of Directors for 11 years.

The district is incredibly grateful to have both Enslin and Stagen working with them and is proud to see their contributions highlighted with this well-deserved national recognition.

Columbia County Conservation District Completes Lawn Conversion Project

Columbia County Conservation District helped convert 1.5 acres of maintained lawn in Nescopeck, PA, into native meadow and upland forest with a mini-grant provided by PACD through the PACD Lawn Conversion Program for Conservation Districts. The project cost $6,444.05 in grant funding.

The Lawn Conversion Program for Conservation Districts is partially financed by a grant from the Community Conservation Partnerships Program, Environmental Stewardship fund, under the administration of the Pennsylvania Department of Conservation and Natural Resources, Bureau of Recreation and Conservation.

Armstrong Conservation District Hosts Legislative Breakfast

Armstrong Conservation District (ACD) hosted its annual Legislative Breakfast at its Kittanning, PA office on March 10, 2025. This event allows ACD to update our legislators about our projects for the previous year and our future plans.

Those in attendance included Congressman “GT” Thompson, a representative from Senator McCormick’s office, PA State Representatives Abby Major and Josh Bashline, a representative from Senator Pittman’s office, and the Armstrong County Commissioners.

Meet Coleton Kilgore – PACD’s Newest Conservation Technician Based in Bloomsburg

My name is Coleton Kilgore. I graduated from Lock Haven University with an Environmental, Geological, and Geographical science degree. I spent my summer internship at Montour County Conservation District, where I participated in many projects and gained great experience before accepting the conservation technician job with PACD. In my free time I enjoy spending my time outdoors hunting and fishing, as well as spending time with family and friends.

New for 2025, Leadership Development will post a monthly series of short videos to share information, promote programming, and encourage discussion on board development topics. It’s never too early to start thinking about strategic planning, and the March installment of the series includes a brief overview of the importance of strategic planning for districts, preparation, and the planning process, and support available through the Strategic Planning Grants Program.

Armstrong Completes Lawn Conversion Project

Armstrong Conservation District helped convert 2.8 acres of maintained lawn into a native meadow with a Lawn Conversion mini-grant provided by PACD through a C2P2 grant from the PA Department of Natural Resources. The project cost $17,920 in grant funding.

Westmoreland Conservation District Hosts Southwest PA Soil Health Conference

Westmoreland Conservation District hosted the 2025 Southwest PA Soil Health Conference in Latrobe, PA, where participants learned about various agricultural innovations. Topics focused on soil health, and included cover crops, riparian buffers, maximizing forage inventory, grazing research, and grant programs available to the agricultural community, including the Conservation Reserve Enhancement Program (CREP). Multiple continuing education credits were available. The project cost $1,941 and was funded through PACD’s CREP mini-grant program.

Financial and other support for the CREP Outreach Program Office Mini-grant Program is provided by the Pennsylvania Association of Conservation Districts, Inc. through a Growing Greener Watershed Protection grant from the Pennsylvania Department of Environmental Protection and with additional support from USDA-NRCS.

Lancaster County Conservation District Receives Donated Billboard

Lancaster County Conservation District received a billboard donation from Lamar. The district used the donated space to advertise its tree seedling sale. The donation includes 13 locations for two weeks!

This generous donation enhances the district’s efforts to advertise the tree sale and inspires more people to plant trees.

Lycoming County Conservation District Holds Second Annual Ag Lunch

Lycoming County Conservation District hosted their 2nd Annual Ag lunch on February 25, 2025, in Williamsport, PA. It was a successful event that brought together farmers and several partnering agencies, including the USDA Natural Resources Conservation Service, USDA Farm Service Agency, Penn State Extension, and Stroud Water Research Center.

Representatives from PA Representative Jamie Flick’s office and U.S. Representative Glenn “GT” Thompson’s office were also present, further strengthening the event’s connection to local government support.

The gathering provided an opportunity for farmers to enjoy a meal, network with experts, and earn spray credits while learning about sustainable practices. This event was attended by 67 individuals, which represented a large increase from last year’s turnout. The collaboration between these agencies and government representatives highlights the importance of partnerships in promoting conservation and education within the farming community.
